Two Charged with Falsely Billing Georgia Medicaid for Over $977K
On Thursday, November 6, 2014, a Cobb County Grand Jury charged Matthew David Harrell and Andrea Lillie Barrett with one count of Medicaid Fraud (O.C.G.A. § 49-4-146.1(b)), one count of Conspiracy to Defraud the State (O.C.G.A. § 16-10-21), and one count each of Identity Fraud (O.C.G.A. § 16-9-121) for stealing over $977,000 from Georgia Medicaid.
Harrell owned and operated Revive Athletics, Inc. located in Henry County, Ga. Barrett owned and operated Lillie Cares Health Services, LLC, with Georgia locations in Glynn County and Chatham County. Between July 22, 2013, and August 29, 2014, both Revive Athletics and Lillie Cares Health Services were enrolled in Medicaid purporting to provide services for the Georgia Medicaid Program.
Through the guise of various community after-school programs, Harrell obtained Medicaid numbers from the parents of children insured by Medicaid. Many of these children reside in Cobb County, Ga. Harrell shared a number of these fraudulently obtained Medicaid numbers with Barrett to use for Lillie Cares Health Services Medicaid billing. Both Harrell and Barrett caused billings to be submitted to Medicaid for services that were never provided by Revive Athletics, nor Lillie Cares Health Services. As a result of their fraudulent practices, $977,677.53 was paid by Medicaid for services that never occurred.
Assistant Attorney General Robin Daitch and Assistant Attorney General Adam Starr presented the case to the Cobb County Grand Jury in Cobb County Superior Court. The case was investigated by Investigator Ralph Harper, Nurse Investigator Mary Murr, Investigative Auditor Denise Colson, and Chief Analyst Carmen Staley of the Georgia Medicaid Fraud Control Unit. Investigator Johnny Brooks of the Georgia Medicaid Fraud Control Unit, the Department of Community Health, Program Integrity, Amerigroup Community Care, Cenpatico Behavioral Health, LLC, Peach State Health Plan, and WellCare of Georgia, Inc. played an instrumental role in the investigation of this case.
