Attorney General Thurbert E. Baker and DeKalb County District Attorney J. Tom Morgan announced today that a DeKalb County Grand Jury has returned indictments against three individuals in a case involving alleged schemes of Medicaid fraud.

The individuals indicted were Anthony Davis, Ann Mack and Dr. Linda Daniel, M.D. The indictment alleges that Davis and Mack operated a fraudulent business known as DeKalb Referrals, from which they submitted false Medicaid claims. The indictment alleges that Davis and Mack submitted claims as though large numbers of Medicaid recipients, primarily children, had received psychiatric or psychological treatment at DeKalb Referrals, when in fact most of the Medicaid recipients received no such treatment. According to the indictment, Davis and Mack used this scheme to defraud Medicaid out of approximately $375,000.00 between October 1994 and November 1997. The indictment alleges that Daniel cooperated in part of the criminal enterprise, enabling Davis and Mack to obtain approximately $130,000.00 out of the total Medicaid payments realized through their fraudulent scheme.

In separate counts of the indictment, Mack is charged with submitting forged documents to the Georgia Department of Medical Assistance as part of a separate fraudulent scheme involving a business known as McAn's City Link. According to the indictment, Mack submitted false Medicaid claims and obtained Medicaid payments totaling more than $50,000.00 between July 1997 and July 1998 in connection with McAn's City Link.

The case is being prosecuted by Attorney General Baker's office, in cooperation with DeKalb County District Attorney J. Tom Morgan. Assistant Attorneys General Harrison Kohler and Nancy Bordeaux presented the indictment to the DeKalb County Grand Jury.
