DUNWOODY PSYCHOLOGIST AND MABLETON ENTREPRENEUR SENTENCED ON MEDICAID FRAUD
ATLANTA - Attorney General Thurbert Baker announced today that on Monday, August 31, 1998, Psychologist Edwin P. Hall, Jr., and Rickie Lewis were sentenced in DeKalb Superior Court by Judge Edward D. Wheeler to ten years, two years to be served, fined $10,000 apiece, and ordered to pay restitution in the amount of $209,000 each.
The sentencing followed the two defendants' August 15 convictions by a DeKalb County jury on charges of conspiracy to defraud the State, Medicaid fraud, and theft by taking. The charges stemmed from the defendants' operation of We Care Family Service, Inc., which provided tutorial programs, after-school care, and other enrichment programs to Medicaid recipients. In fact, defendants billed Medicaid for over half a million dollars for alleged psychotherapy that was not provided and for some children who did not even attend the program.
