Annette M. Cowart was appointed Deputy Attorney General and Director over the Government Services and Employment Division in 2016. As such, Annette manages three diverse sections: Education, Elections and Government Services; Labor and Employment; and Health and Social Services. She served as head of the Labor and Employment section from 2007 to 2016. She began her career with the Attorney General’s Office as a summer intern in 1984, and worked in several capacities with the office since then, always in the Employment Section, until her appointment as Deputy. Annette also served in-house counsel and affirmative action director for what is now Perimeter College, part of Georgia State University, and as a certified mediator. Annette has litigated on behalf of many agencies in the executive branch of state government in both federal and state courts throughout Georgia and has provided advice and guidance for numerous agencies as well as the state retirement systems. Annette graduated summa cum laude from Emory University with a B.A. in English with a focus on Southern literature. She graduated cum laude from the Lumpkin School of Law at the University of Georgia in 1985.
